Depends on what you mean by "in need." I think we certainly have an obligation to help out when we can, to be good neighbors, to lend a hand if we can, to do as we would want others to do for us.
If a person really wants to go above and beyond, going out of their way to help the poor and less fortunate, that's a personal decision; not an obligation.

according to the 'survival for the fittest' theory, no, but to maintain a civilized society that helps us have better health and resource, yes.
