SS is not voluntary! Some govt. agencies don't pay SS, and also anyone working for a railroad doesn't (because railroads had a lot of political power back in the 30s when SS was created). But the railroads have their own compulsory retirement fund.
Otherwise, yes, not just all employees but all employers have to pay into SS.
