just understood the problem
when writing exponents uses the carat (^) sign
so you are multiplying 9.4 * 10^9 and 2.5 * 10^4
answer becomes 23.5 * 10^13 (multiply the 9.4 and 2.5, and for the 10's, you add the exponents)
however this answer is NOT in scientific notation, you must move the decimal point in the 23.5 to become 2.35 - this is the same as dividing by 10, so you must add one more to the exponents for the 10's variable. thus the answer is 2.35 * 10^14 or D
