Could I cut my hair to 14” (hair length chart) and be able to put my hair in a high ponytail with nothing hanging out of the back of my head?
I don’t want to spend hours putting my hair up and using bobby pins. If I can’t what length.

You should be able to do that with 14 inch length hair.
If you have baby hairs or frizzy hairs at the base of your neck, consider getting them under cut so you don't have to deal with that. Those types of hairs don't tend to grow very long.
