ok so the book says to check your answer like this example : 12 ≤ x - 5
12 + 5 ≤ x - 5 + 5
17 ≤ x
check the computation
check 12 = x - 5
12 = 17 - 5 substitute 17 for x
12 = 12 ✔
12 ≤ x - 5 check the direction of the inequality
12 ≤ 18 - 5 substitute 18 for x
12 ≤ 13 ✔

basically, you allow the unknown to stay by itself. In this equation, pretend nobody likes that "Y", not even the 1/2. The 1/2 then decides to move over to the -5, but in order to do that it has to be added on both sides: -1/2+1/2=0. On the other side: -5+1/2= 4.5
So the answer is y is greater than or equal to -4.5. to check it, simply plug -4.5 into y's position and solve it from there and see if it's truew with what the statement is saying.
