I need a new cassette, and there are lots of good deals on the CS-6500 9 speed ultegra stuff. Right now I have CS-6600 ultegra components with a compact crank. Can I just switch out just the cassette? I don't mind losing a gear, and its like half the price of the 10 speed ultegra stuff. will the brifters and derailleur and chain work? or maybe Id have to get a 9 speed chain also?

yes, but you'll need a 9-speed shift lever also.
In the end... it's cheaper just to buy a 10-speed cassette. If money is that tight, get a Shimano 105 level 10-speed cassette
No,you can't Your shifters move the derailleur less with each shift than the gap between the 9 speed cogs. In fact, overall a 10 speed cassette is a tiny bit thinner than a 9 speed cassette. In any case, if you put on a 9 speed cassette you will only be able to use 2 gears, the highest and the lowest, none of the others will line up
You can buy less expensive 10 speed cassettes that will work. A 105 will be cheaper.
