Q = C Vo e ^ ( -t / R C )
So Q = 0.1 Qo = 2.5 μC , Vo = initial voltage = (current immediately after switch is closed ) * 6000 Ω
So plug in Q, Vo, R, C and solve for t. You will need to take the ln of both side to eliminate the 'e' function.
