He told me to get more gym badges. Once I get the second gym badge most of them should obey (He gave me five pokemon in the 10-30 ranges when I was only at 7) But now even my Raichu won't obey and she is at 15 just like turtwig and he obeys. I'm guessing he obey's anyway because he is my starter Pokémon, that's also what my brother said when I complained to him ... this is funny because my brother is younger than me by a year and he knows more than me at Pokémon. Anyway I googled the levels that will obey with certain gym badges and with the first gym badge up til 20 should obey right? So why the heck isn't my Raichu obeying! Is there anything I can do other than getting every gym badge so they stop almost causing me to lose battles?

Yes, your Turtwig will obey no matter what. The disobeying issue only happens with Pokémon that you don't catch or hatch yourself such as through trades or via Pokémon events however since you have Diamond, Pearl or Platinum, the event issue will not be any problem for you.
No, there's nothing you can do to prevent Pokémon from disobeying you except the Badges.
You do however need to defeat Gardenia, the Eterna Gym Leader for Pokémon such as a Level 15 Raichu to obey you. Her Badge will allow Pokémon up to Level 30 to obey you. If a Badge helps with obeying then the Gym Leader will tell you once you defeat them.
in case you have 2 wellbeing club badges then the final rule is that pokemon upto point 30 (which includes the traded ones ) will obey you with out question so your Graveler is on the perfect suited point to obey you . do only not flow point 30 till you have yet another wellbeing club badge and you may desire to do high-quality with it .
