i won't if i have more reason to not to, in life we make decision based on facts and data, if you just follow the heart most of the time you'll just end up regretting it
If the one reason for helping is worth more than all the reasons for not helping, then yes. It's the quality of the reason that counts, not the quantity of reasons.
[Your question seems illogical - if you are going to help, it means that you do not have enough good reasons to not to help - despite your stand that you have more reasons to not help...]
its depend u want to help or not. if u want no matter how many negative reason u will help him/her. especially who seldom ask for help. for me, i will help them and will no ask what is the reason if he/she cannot tell at the moment but urgent.

That depends. What am I helping the person with? What would the consequences of not helping him/her be?
If I didn't like someone, but she was going to die or become seriously injured if I did not intervene, then I would help her.
