I don't think you will have to pay anything I think you could fix this problem yourself. There is a guy on youtube, in his video he tells you ways to revive a dead or almost dead HDD.
Try booting in safe mode and see if you can find out more details of your situation. Before the logo appears, press and hold F8, which will lead you to safe mode.
If you get to safe mode I suggest you backup your files and do a system restore.
Your problem may be with the hard disk, if so a new one will cost about £60, you will then need to re-install Windows and your backups. Changing the hard disk is simple so you can do this yourself. Get the service/user manual for your laptop and read how to do it there.
Without knowing the exact cause it is impossible to say the exact price. It could be something simple, it could be not so simple. The more time it takes to fix the more expensive. Take it in for an estimate.
