The economic downturn caused by COVID-19 caused tax revenues to take a big hit, causing the budget shortfalls. Indiana's economy was already in the gutter, so their tax revenues remained at what was expected.
Indiana is ranked 40th/50 in healthcare, 37th/50 in infrastructure, and 48th/50 in the environment. But at least the budget is balanced!
