False dilemma. Humans are the authors of the world's criminal justice systems. When people used what they thought was divine justice, a lot of innocent people got punished, even tortured to death. When we started caring if an accusation was true, and asked for empirical evidence of guilt, we made a huge moral leap forward.
Well satan can easily be given credit for it as he lives here with man having dominion over it.
But, God did give us the Commandments, which all our laws and morality come from, and written these laws on our hearts and in our minds. Plus He is the one that created satan. So for arguments sake, I would have to go with God.
The only organization that comes close to a world criminal justice system would be the International Court of Justice, also known as the World Court. It's located in the Peace Palace, the Hague, Netherlands. It was established in 1945 by United Nations Charter. As such, it was created by various committees of international diplomats and justices, not a single "author" and certainly not God or Satan. There are currently 193 countries who are members and are subject to the Court's decisions.
Modern humanity is entirely capable of managing its own affairs, without "help" from our ignorant ancestor's imaginary Deity or make-believe demon.
The author of this world's condition, and its Criminal Justice System, is easily identified as Satan in the Bible:
"Satan, who is the god of this world, has blinded the minds of those who don't believe. They are unable to see the glorious light of the Good News. God does not yet rule this world. Before He does, Christ must do this:
