The book actually does explain this. Elves who were among the first born, like Glorfindel (who you don't know if you've only ever seen the movies), exist in both planes of existence. The wraiths live on one, the rest of middle earth on the other. The ring temporarily moves the wearer partially into the other plane (this is not the way it's explained in the book, but these are the easiest terms I can think of to explain it).
Erik - Arwen had ABSOLUTELY NOTHING to do with either getting frodo across the river or calling the flood. The only thing arwen ever did of note was marry aragorn. that's it. Glorfindel put frodo on his horse and SENT frodo ALONE across the fords of bruinen and ELROND called the flood. The power of the Eldar is in him and he carries one of the three elven rings of power. They are the only rings of power that remain uncorrupted because Sauron never saw them or touched them. They were made in secret right around the time of the forging of the one. Because Elrond weilds this, he is a great adversary to the nine, though he would not stand a chance against Sauron himself if he held the one.
Elves do not fear the dead. Because they exist on both planes, they see the dead for what they are and do not fear the shadows that they have become.
the ELVES!! And they don't fear the Nazghul (spell check?) because they can't enter Rivendell. O.o Not sure. But I do knw that they were once nine men with Rings of Power that Sauron controlled and he gave some to the Dwarves and Elves too. Lord of the Rings is awesome. Team Legolas! *swoon*
Elrond lives in Rivendell. He is, by the time of The Fellowship, nearly six thousand years old. He is a direct descendant of the Maiar, angelic beings who came to middle earth thousands of years before. He is the bearer of Vilya, the mightiest of the Three Rings of the Elves.
He does not fear the Ringwraiths for several reasons. He is older then they, he has more power, and more knowledge. He fought Sauron's(the Dark Lord's) armies before, and is an old foe of Sauron. He has no reason to fear the Ringwraiths. Rivendell also gives him a sort of home-field-advantage. Elrond's daughter was able to destroy the Ringwraith's physical forms when they attempted to cross into Rivendell, and she is less powerfull than he.

Erik, amongst the good points he made, has also made some errors.
First, Arwen did not destroy the ringwraiths - in the books at least - that was just in the movies, and I work by the books.
Secondly, Elrond is not a descendant of the maiar! They are gods and they don't reproduce. He is an elf.
SAURON is indeed, a Maia, but Elrond is certainly not descended from them.
