a direct x 8.1 graphics card could be one of hundreds of graphic cards,and without the make and model of the card theres no way to advise you

however the radeon HD4200 should be capable of running team fortress 2 at low to medium detail .... tf2 was developed using valves "source engine" which is around 10 years old now and even the most basic graphics card ( direct x 8 and better ) can run all source based games ( including half life 2,left 4 dead and team fortress 1 and 2 )

so all I can say is the radeon HD4200 will run TF2 at low to medium ,but in regards to the direct x 8.1 card I cant give you any advice without the make and model of the card
