California Civil code §1366(b) discusses assessments imposed by a homeowner association upon the homeowners. It says:
"Notwithstanding more restrictive limitations placed on the board by the governing documents, the board of directors may not impose a regular assessment that is more than 20 percent greater than the regular assessment for the association's preceding fiscal year..."
Wasn't this number formerly 10 percent? Can anyone point me to documentation on when this number was changed from 10 to 20 percent?

The change was enacted in 1987, and it took effect in 1988. That was so long ago that you will probably need to go to a law library to find documentation.
