Now, I can understand the reason people tend to use anime to refer to Japanese animation, and cartoon to refer to Western animation, since they're different in a bunch of ways. But when someone who really doesn't know any better calls anime a "cartoon", even though being technically right, errybody seems to get just a little bit butthurt around here. What's up?
The dictionary defines (animated) cartoon as "a motion picture that is made from a series of drawings, computer graphics, or photographs of inanimate objects (as puppets) and that simulates movement by slight progressive changes in each frame," by the way.

It doesn't really bother me either way, (most) anime is a type of cartoon. But anime literally means "animation", and that's doesn't convey the same meaning as "cartoon", even though there is a big overlap.
"Cartoon" doesn't mean "animation" according to ALL dictionary meanings, there are types of animation which are not cartoons, and there are types of cartoons which are not "animation" (cartoonists who draw political or humorous cartoons for a newspaper is the original, and still widely used meaning of cartoon).
So that's the only thing. A cartoon = a drawing OR a drawn animation, stop-motion animation isn't normally considered a cartoon, nor do most people call CGI films a cartoon. But in Japan all types of animation are called anime.
Honestly, I agree with the description of a "cartoon" you've posted though I generally do not like people using that term. The only reason I personally find it somewhat offensive is the connotations that most link with the word "cartoon", not the actual definition itself. I don't like the idea that most people I've met judge all anime as childish and "for kids". It may very well be like that in some cases, but as far as certain ones, namely the ones that immediately come to mind such as Evangelion, Serial Experiments Lain, Ergo Proxy, and Elfen Lied, these assumptions are wrong. I just don't like the connotation associated with the word.
Cartoons sounds like something childish, while perhaps saying anime doesn't.
Might also do with making the person you're talking to understand that they watch japanese cartoons aka anime. So saying anime is more precise on what type of cartoon they watch.
But as a anime fan myself I'm used to calling it anime rather than cartoon.
Some people just like to act like stupid weeaboos. They think its somehow a grand insult to their "holy" form of entertainment just because someone makes an honest mistake. Its people like this that are the reason why people think anime fans are all "obsessed idiots". Hence another question below this one.
Most times, I will correct someone if they call an anime a cartoon (or the other way around), but its more for their information than it is for the sake of being a jerk.
I think "anime" is the Japanese way of saying "animation".
Anime uses the form of Japanese drawing called "manga", but cartoons are just based on the artists' drawing style.
For example, manga uses the 'tiny nose', 'USUALLY impossible hairstyles/hair color/outfit', 'manga eye' principles.
Cartoons (western) just use the basics, but the style is flexible, considering it's just animation with the artists' skill/style.
Anime is not a cartoon, see cartoons are the terms we refer to as american animation. Which is the factor of in between animations.

It comes around the fact in the 1930s when the japanese started to develop animations that put in a type of model designed into texture.
Cartoons = american animation
It refers to the fact that cartoons have been differed in formats that have many different haberdashers. They are just animations with a different style.

I guess it's because they see cartoons and anime as being 2 different things entirely.
