My puppy has these marks all over his tummy, I thought it was the other puppy biting and scraping him while playing but in his fur he has scrapes and little black scabs all in his fur (then I thought it was flea dirt) but I can’t see any fleas and don’t think they leave long scars. Before anyone says I should bring him to the vet, I can’t as they are only taking emergencies due to coronavirus. Any advice ?

The picture quality isn't very good but it looks like a skin irritation caused by either a minor allergy, a toxic plant, or a dirty moderately abrasive surface such as carpet or bedding. More information is needed. Does your dog run around in weeds and brush a lot? What sort of area do you live in foliage wise? When's the last time you cleaned his bedding? Does it seem to be bothering him?

That's a skin irritation from either his bedding--an allergy to your detergent or soap you used near him or on his stuff, or it's mites. They don't look like flea bites, that's true. But it DOES look like dermatitis. Does he have a dandruffy coat? Is his fur shiny and clean?
I would rub the marks with some tea-tree oil on a cotton ball. See if it clears up. If it doesn't, call your vet and see if you can text him this pic and ask what this might be. If it's mites, he could be getting mange which will be very hard to control.
I am not a vet, so I cannot be certain. However, my dog had something very similar on his belly, just not as many and it turns out he gets seasonal allergies and was prescribed an allergy medicine. Is your puppy itching them? What about constant itching other parts of their body? Check their ears for redness (another sign of an allergy). Either way, I highly recommend NOT listening to people's remedies for your pup and get him to a vet. If your vet is only taking emergencies, I would consider this an emergency. Call them and ask. If you are still uncomfortable with this, find a vet that is doing tele-appointments, or our vet is also coming out to people's cars to do appointments. If your puppy is microchipped, they should have a nurses line you can start with. Hope he feels better soon!

Looks like a possible allergy of some kind. Find a vet that will see your pup quickly. If its an allergy to food you need to correct it asap.
These are weird and need looking at.
It looks like either a worm under the skin or even ringworm (fungus).
Vets are doing facetime consults and you would be able to send that picture to them for them to help.
Really the only answer is vet but unfortunately in these restrictive times, most vets are only seeing emergency cases. You could phone however, and take their advice - they might (no pun intended) get you to bring him in to be examined. We have a few ants around at the moment so perhaps it's that - just a guess I'm afraid.
No one can advise apart from the vet who would need to examine the dog could be anything from contact dermatitis( skin rash), allergies from food/treats, hormonal imbalance, insect bites and many others
put some calamine lotion on. People now have another excuse why they don;t take pet to vet-the virus
