Check the wallet for ID, see if anybody knew who the owner was or if there was a way to contact the owner...if no ID or contact info, I'd take it to the police.
I always remember once when I lost a wallet with $300 in it and it wasn't returned to me. Made me sad, angry and disappointed in humanity. I swore I'd never do that to somebody else.
If I found a wallet, I would look for the rightful owner and return it to them ASAP!....
If I didn't have a name or contact number, I would take it to the police station's lost and found, and I would take out an ad in the local newspaper's lost and found section telling them where to go pick it up!
See if there was identification to give it back. If not, I would convert the money to American dollars lol, and then deposit it into my bank account. I would feel bad for a while that there was someone out there who lost their money, honestly. I would probably go over in my head the kind of person they were, like a father who is strapped for cash and this couldn't have come at a worse time. Or a mother whose child needed the money for surgery or something. That's just me.

I'd be happy.
That would mean I'm on vacation somewhere because my money is in $$$.
I'd also turn it in, try to find the owner, and yes, I'd return it with the money in it.

Maybe I'm too honest, but I would give the money & wallet to the police.
Id keep the wallet only
Give back the wallet....sans 1000
Take the cash and return turn the wallet into the police.
Return to owner, or police station, I found £500.
i'd figure out how many dollars that converts to, then take maybe $20 as a finder's fee, and mail the wallet back to the owner.
