The classic Shockwave was more logical than emotional. He was also a highly intelligent inventor. So, as a leader, he wouldn't fight the Autobots for the purpose of revenge. However, he'd try to work out their defeat with his inventions in a cold and logical manner as if he were dealing with a complex math problem.
He was leader during a run of the UK exclusive comics, and he royally forked it up. He ried too hard to be leadership material, but didn't have the force of willpower to see it through.
