In my opinion the best tafseer is that this ayah is about Hussein ibn Ali killed in Ashura by Yazid ibn Moaviah army:

حدثني محمد بن إسماعيل الأحمسي قال : ثنا عبد الرحمن بن أبي حماد ، عن الحكم بن ظهير ، عن السدي قال : لما قتل الحسين بن علي رضوان الله عليهما بكت السماء عليه ، وبكاؤها حمرتها .

حدثني علي بن سهل قال : ثنا حجاج ، عن ابن جريج ، عن عطاء في قوله ( فما بكت عليهم السماء والأرض ) قال : بكاؤها حمرة أطرافها .

قاله علي بن أبي طالب - رضي الله عنه - وعطاء والسدي والترمذي محمد بن علي وحكاه عن الحسن . قال السدي : لما قتل الحسين بن علي - رضي الله عنهما [ ص: 131 ] بكت عليه السماء ، وبكاؤها حمرتها . وحكى جرير عن يزيد بن أبي زياد قال : لما قتل الحسين بن علي بن أبي طالب - رضي الله عنهما احمر له آفاق السماء أربعة أشهر . قال يزيد : واحمرارها بكاؤها . وقال محمد بن سيرين : أخبرونا أن الحمرة التي تكون مع الشفق لم تكن حتى قتل الحسين بن علي - رضي الله عنهما - . وقال سليمان القاضي : مطرنا دما يوم قتل الحسين .

قلت : روى الدارقطني من حديث مالك بن أنس عن نافع عن ابن عمر قال : قال النبي - صلى الله عليه وسلم - : الشفق الحمرة . وعن عبادة بن الصامت وشداد بن أوس قالا : الشفق شفقان : الحمرة والبياض ، فإذا غابت الحمرة حلت الصلاة . وعن أبي هريرة قال : الشفق الحمرة . وهذا يرد ما حكاه ابن سيرين . وقد تقدم في ( سبحان ) عن قرة بن خالد قال : ما بكت السماء على أحد إلا على يحيى بن زكريا والحسين بن علي ، وحمرتها بكاؤها .

If you read the whole surah it is talking about the people in the time of pharaoh.

And this specific verse is talking about pharaoh and his followers, they were not missed nor will ever be.

Yes brother, the verse is clearly talking about Pharoh and how the heavens and earth did not weep for them; because of the great evil that they had caused.

it means that this universe was made for us.............we have special relationship with it.....every tiny stuff in this world is glorifying Allah......so when a believer died, the sky and the earth would miss him................the earth that he used to pray on would miss him............the sky would miss watching his good deeds when they are raised every day to the heaven by the angels.

the non believer will not be missed by these creatures coz they don't know him.

Salam The skies and the earth wept not for them(Fir'aun and his soldiers) and they were not delayed about their death Allah of them died in the red sea when Musa(Moses)and his followers crossed it safely.
