누가 is an abbreviation for 누구가 (i.e., who as the subject).
누가 내 치즈를 옮겼을까? Who moved my cheese?
누구를 사랑하니? Whom do you love?
they are both who
ë구.. is like when you say who is it? or who are you?
ëê° is like who did it? or who said that?
