From what I've gathered it means, "a ban on standing", but that doesn't make any sense,
unless it has a secondary meaning.

I totally misread that, "person" and "enter" look so much alike.
I was tired when I read it, I don't know why I didn't figure that
one out.
I saw, Stand Person Forbidden Stop, and was like WTF, now it makes sense.

It reads tachiirikinshi and means "Entering prohibited"
While tachi is indeed "standing" but "iri" is the verb for "entering".
You can think of it as "It is is forbidden to enter and stand inside" if you really want to make a sense of why tachi is there.
On a side-note: It does not mean "a ban on standing". Tachiiri = Entering. If anything a "a ban on going in and standing" could be a literal trasnlation. But only a forced literal translation. The meaning is "entering prohitbited"
