I was on google translate, as I always do when bored, and I typed in 'tsa' from Japanese to English and google gave me that weird looking 'S' as you may see above.
"§" is the section sign, also called the "double S", "sectional symbol" or "signum sectiōnis". It is a typographical character used mainly to refer to a particular section of a document, such as a legal code.
You can generate the symbol from the keyboard by pressing down the alt key on the left of the space bar while typing "0167" on the number keypad on the right of your PC keyboard, then releasing the alt key.
