The rod of authority that Judah had was the rulership over the people of Israel with the kingship of David and his ancestors. The part where it says that "he will not be without a lawgiver (or ruler, someone sitting on David's throne)..til he comes who has a right to it" plainly shows that David has an ancestor ruling Israel continuously until Messiah Yeshua returns to take that crown, or rulership, as His rightful inheritance.
