Uh-oh...I just asked this question a few days ago and the consensus (with proof) was that one does not HAVE to be under wuhdu to touch the Qu'ran, but we should want to constantly be in a state of cleanliness. I am not sure about women that are unclean due to menses...I was told that they cannot even recite Qu'ran during that time.
I am learning that many things that we do in Islam are often attached to culture and not truth.

EDIT: PLEASE provide daleel (proof) on the part about not needing wudhu when Qu'ran is in English. It means the same thing whether it's in Arabic, French, or Japanese...so why would it be different???? Are Allah's (swt) words any less holy or important in another language?
@Abdulmalik: I am sad about this...so when I recite Ayat Al-Kursi each night before bed in English, does this mean it is not valid? If so, Al Hamdulilah...I have learned something new.

They must have Wudhu, must respect the Quran. Dont keep the Quran lower than anything, meaning a persons feet shouldnt face towards it and the feet shouldnt be above it.
A woman cant be on her monthly cycle, because shes impure and cant make Wudhu.
@User formly known as O; Thats because its online and not the actual Noble Quran. You arent touchin lg the Quran when its online, so you dont need Wudhu since you are reading indirectly.
@day - a person cannot be in the state of Wudu unless he/she is 'clean' or else the Wudu is invalid. A person has to be free from 'impurity' in order to be in the state of Wudu. Have a good day! :)

@formerly known as... - Because its the English 'translation' of the Quran and not the Quran itself. The book in which the Quran is printed is known as Mushaf. The words are the Quran. You are not allowed to touch the words while you are not in the state of Wudu etc....Same goes for the one when she is menstruating. Touching the 'words' is Haram without Wudu etc....
Even wearing Hijab for a female while reciting Qur'an is not an obligation.
*Shaykh Ibn ‘Uthaymeen said: “There is no harm in reciting the Quran for the woman who is in menstruation or post-partum bleeding if there is a need for this such as being a teacher or a student who is memorizing the Quran. However, reciting Quran (by touching the Mus’haf) merely for the sake of reward should not be done by a woman who is in menstruation or post-partum bleeding. This is because many scholars, most of them in fact, believe that it is impermissible for a woman who is menstruating to recite the Quran from a printed copy (Mus’haf) if it entails touching it.”
@Mintee: Interesting. I followed Mosque school (Quran lessons) until I was 15 years old. I was definitely not allowed wearing gloves or tissues to touch the Quran.
and if you are a menstrating woman, you can hold it with a cloth, tissue, kleenex, wearing gloves, or have someone else hold it for you..
I am a teacher here in SaudiArabia... the girls do not miss a week of Quran class every month, that is absurd.. they still attend class, but have a classmate hold the Quran for them, wear gloves or do what I mentioned above..

You have to be free from janaba and a woman must be clean from menses. @ kels who said you have to be in wudu to hold the qoran i disagree.
