Obama, at least, left office with steps in place to react quickly to the next epidemic. Sadly they were removed by Donald Trump because he felt that learning from experience is over rated. That is not partisan bias; that's just the facts.

Trump hasn't shut down the country, just like Obama didn't. It has been the decision of governors, cities, and counties. It would have been the same in 2009. What we observed in 2009 was a very low fatality rate (0.02% compared to seasonal influenza of 0.1% compared to about 4% for the new coronavirus, currently). Cases of flu also impact the body differently than respiratory infections. Because we always experience a seasonal flu, we are more prepared for new flu strains (like H1N1). We are not as prepared for new viruses that impact the respiratory system. The acute stress on our health care system is the main concern (and difference between the two).
Not that I expect anyone on Y!A to exercise a single critical thought though.

The flu is not like sars so false comparison, our immune systems know h1n1 a lot better than they know this strain of coronavirus, that's my take
