I tried putting a splinter of wood in the screw sized hole hoping it would expand but still leaking. I tried JB WELD Water and spray on patch without any good results. I need to stop the leaking so it can be welded

Go to the store and buy what is known as marine epoxy. It can be applied to wet or underwater surfaces and will still cure.

I'd consider calling a pro welder, he may be able to do it for you. You can actually weld underwater with the right equipment and expertise, which he may have.
is that the ceiling or the floor?
if it's the ceiling, when it drys out a couple of days after it stops raining, epoxy on the outside will probably seal it up with welding [or you can weld on the outside].
if it's the floor, you have to wait for the dry season -- after thawing is well over with. then you can probably weld it.
Call someone who knows how to do it. Tornado season is here and May-June are the worst months.
