In boot camp, every recruits get the same Small Arms Training (or lack thereof).
Later on in the Training Pipeline or A School, it will depend on your "rating" on whether Small Arms Training will be taught or not (Ex: SEABEE, SO, EOD, and may be a few other ratings will get the Small Arms Training while they are in the pipeline/A School).
Much later on, when you get to your command, there may be Small Arms Training that is based on your specific "duty" (Ex: You will need Small Arms Training to stand a Shipboard Watch or to be a part of the VBSS Team).
Rating has nothing to do with what you are taught in Basic. You will be taught from the exact same lesson guides as every other Sailor in your Company/Division. If your Rating requires extensive small arms training, it will be part of your follow on training and qualifications.

If they don't teach it in boot camp the chances are slim to nil of getting it in the fleet, unless you rate requires it.
For Example is your going into Submarine duty there is no need for small arms training.

nope. as a general rule at best an MA might get extra training but not really anyone else. the Navy uses missiles, not bullets
