I ordered some shoes about a week ago from the website “Dripcreationz” and and 4 days ago I got an email from USPS saying my order was in pre-shipment?? I’ve been checking every day since then and it still says the same?? How long does a package stay in this pre-shipment process? I was planning on gifting these shoes by the 19 of September and it is currently the 7th do you think they’ll come in by then?

The seller can & often does print a shipping label but then delays actual shipment for whatever reason.

Probably. The vendor has created a shipping label but hasn't turned the package over to USPS yet.
Pre-shipment means the label was created but USPS likely does not have the package yet.
When you create a usps label, it will indicate that usps has the package when they first scan it. But they can't scan it if the sender hasn't actually provided the package to usps.
Honestly sounds like you have a lazy seller who for whatever reason is dragging their feet, hoping a printed label is enough to keep you at bay until they finally get around to sending it out.
Or their could be a problem with the condition/availability of the shoes, and your seller is trying to figure out a way to fix it while letting you think its been sent out already.
