My dog got out chasing a cat and the neighbors where outside he said “you’re lucky my dog isn’t out here because if he would attack my dog I would shoot him) but he’s not aggressive towards the dogs on a normal basis anyway so I want to know what I can do if he does shoot him while the dog didn’t attack his but was in the neighbors dogs face and what would happen if he would attack (he was on neighbors property)

If you can you need to make sure to keep your dog on your property. He can get in big trouble if he shoots your dog he sounds like a nutcase. If the neighbors call animal control on you your dog will have to go on a leash or be kept in a fenced in yard. If he gets out animal control can charge you a hefty fine.
If your dog is off your property, they have the right to protect their dog. So yes they can shoot your dog. Keep your dog on your property and under your supervision.
Your dog isn't under your control, yes they can shoot him if he's on their property and working their dog up enough to concern them. Why are you allowing your dog to bother other people's pets?
The word is allowed not aloud, and yes definitely if you can't securely contain it on your property, or fail to control your dog. Your responsibility to keep not only your dog but all others safe from harm by whatever means necessary.
I'm going to take another tack on this - your neighbour has uttered a threat and the police might be interested in that.
However, KEEP YOUR DOG safe, and not roaming around loose. I'd suggest that if a dog is attacking livestock, or other animals, then the owner of those animals is entitled to shoot to kill. The law may vary depending on the area - in the UK farmers are entitled to shoot dogs who are attacking/worrying their livestock, and will.
The owner of the property has the right to shoot your dog if it is threatening him on his property. I love dogs so please keep yours safe inside!!
Yes, it's legal to shoot any animal that is on your property, actively harming your domestic animals. Your dog shouldn't be in your neighbor's yard.
How about keeping your freaking dog on a leash or in YOUR fenced yard? If your dog comes into THEIR yard and threatens their pets then they have EVERY right to protect them.

You’d probably be best asking this under the legal cadigory. If I were you I’d go over to your neighbors house and let them know that he’s not aggressive and if he got out he wouldn’t attack their dog, maybe it won’t help but it can’t hurt to start the conversation. I’m not sure of the laws where you live but I believe it’s technically legal in a lot of places for someone to kill an animal if they think it’s attacking someone or their domestic animal.
