Mitt Romney said that he was a “severely conservative governor” of Massachusetts; was that a good thing?

Considering that when Mitt Romney finished his term as Governor of Massachusetts, and left office, Massachusetts was 42nd in job creation among the several states. That being the case, how will a formally "severely conservative governor" do as a "severely conservative" President at creating jobs?

Or, is Mitt Romney no longer, by virtue of the Etch a Sketch, "severely conservative" in his views?
