So I lived in the house from july 1st 2010 to June 30th 2011. During the year I lost my room key, I emailed her and told her the situation that I lost my room key meaning that I couldn't LOCK my room. So It was no hurry, but just for when I was out for long periods (week or two) that I wanted to lock it, she came around with a replacement, said nothing about this charge only until now when we get our deposits back. I've cut several keys before, they cost about £3 for one copy. Where did she get £11 from? Definitely not market value can she do this? Great british pounds we're talking here for non-british.

She probably added labour since she had to waste her time going to the place to get it cut and then deliver it to you.
She doesn't work for free. The key is 3. But time and gas to resolve your problem cost money. Pay it and move on.
When you add fuel for travel and the time on the clock required for the employee to get it done it's actually pretty cheap. Next time just make your own backup copy.
Of course she can. She was the one who was inconvenienced and had to go have a new key made for you. It's not like she charged you a month's rent.Get over it.
