Is the regular sharingan always in sasukes eyes like it is with itachi like is it part of the costume?

No. Itachi just always has his Sharingan activated. If you noticed when he foughts Sasuke he de-activated it. But that would be so epic on Sasuke.
there might one sasuke like that,but there'll be also one normal sasuke,as every game
