they take it out of my desk and then they act as if its OK because they left money. I mean I have gum in my desk to chew and you can't chew quarters and its a hassle for me to have to keep going to the store to buy more gum

Not only is it bad etiquette, but it is rude and an invasion of ones privacy as well. I had a co-worker do that to me once. I had a soda in the fridge and they decided to drink it and pay me back. I made a big fuss about it because you don't just take a person's soda, regardless if you are paying me back for it or not, without my permission. It is just straight up rude. I would leave a note in my desk telling this person that they aren't welcome to my gum, whether they leave money or not! Get out my desk!
It's definitely rude. Why does this person feel comfortable to rummage through your desk looking for gum? Leaving money doesn't make it okay. Tell them in no uncertain terms to buy their own gum and keep their paws out of your stuff from now on.
It's not right no and you accurately descirbed why. I suggest either locking the draw, moving the gum or if they try it again jabbing them with a fork as a negative enforcer.
It's not polite, but its funny.
It's also rude but funny to eat someone's unattended food and leave a note saying "my bad." :)
Even if they left "payment" it's still stealing.
etiquette has to do with your moral and social behaviors and practices
