These could be ingrown hairs. I'm not sure how many you have, but sometimes when you shave, a hair can grow back underneath the top layer of skin. Try exfoliating the area with a gentle scrub. This will buff away the top layer of skin and will hopefully allow the hair to grow correctly. St.Ives makes a few scrubs that are inexpensive at the drugstore, but there are many other alternatives, too.
