Brock was with Ash before Tracey to begin with. Actually, Tracey was the one who replaced Brock temporarily, stating that Brock went to help some professor with her research... then while visiting Pallet Town, they found Brock helping Ash's mum, apparently heartbroken, but he never told them what happened. So, Brock rejoined Ash, whereas Tracey went to help Professor Oak. Brock's still with Ash now, after all...
