Look at the TX DPS web site, more than likely you do not qualify. Both parents can not legally drive, you need to take them to medical appointments. Getting to extra things at school the bus does not provide is a no go, taking a sibling to school when the bus can do it, no go
I know, you heard from a friend that he knows someone whose cousin found a way to beat the system and get your licence early. But no he didn't. A hardship licence in Texas is only issued if a) the very survival of your household depends on someone being able to drive a vehicle, b) there is no form of public transportation of any kind within reach of your house, and c) there is nobody else within 50 miles of your house that could possibly qualify for a licence. If you can't prove all of the above, you're wasting your time if you apply.
It's a hardship licence, not an inconvenience licence.

Not unless you`ll be dropping the sibling off for dialysis, or a handicapped school, etc. It has to be for something more than convenience.
