My emergency bag is a USMC issued Sea Bag. Think extra large duffel bag constructed of heavy canvas. Instead of a zippered opening, it folds over and opens on one end. It can be carried by the handle or shoulder straps, which ever is more convenient to your purposes. It can be purchased in any surplus store. Tactical vests look nice and keep gear easily accessible, but depending on the reason for your bug out, you will want to look as inconspicuous as possible, and a vest definitely would stand out like a sore thumb.
I can keep enough emergency supplies in a Sea Bag to maintain my family for three days. Food, water filter, clothing, blankets, tarp, emergency medical supplies, and other essential items fit quite well.
