Obviously it inhibits "sameness", but what does that mean exactly? Specifically, what do you think it would be used for?
Update:I had a dream the U.S. Government was building a top secret device called a "Sameness Inhibitor." It was something pretty shady, but I don't know what it was exactly.

For me, I can only think of things relating to Autism with the words "Sameness Inhibitor".
Individuals with an Autism tend to crave sameness and loathe change. There's a tendency to do/think about the same things over and over. The need for sameness can make a person with an Autism look very rigid to the outside world. Insistence on Sameness (IS) is a core feature of autism, characterised by compulsive adherence to routine, and stereotyped, repetitive behaviours.
Many patients with Autism and Insistence on Sameness benefit from treatment with medications that are inhibitor based, helping to slow down, or in some cases stop behaviours.
So, based on what i relate "sameness inhibitor" to, your U.S Government dream could be related to the general population or a group of targeted population that are very strong on their belief/s and do not like change. An inhibitor "project" could be used to slow down/stop these people so whatever the U.S Government is wanting can be achieved by disabling those against change.
Who knows, every interpretation will give you different answers.
