The measurement of time, like 24 hours, is strictly man-made. Actually time, the passage of current events, has existed since the big bang at least.
God created the rules of nature. If the forces that hold us together were a bit weaker or stronger, matter would be a huge mess. We wouldn’t be alive right now.
A day doesn't actually last exactly 24 hours (that's only an approximation). And yes there is an explanation (see below). A year isn't exactly 365 days either (another approximation). We humans have to work really hard to cram the "perfect" universe into our frame of reference.
