It's a translation issue, look at some modern versions, not just the KJV. The "evil" it's talking about means calamities/disasters visited upon the wicked as punishment for sin. It's not "evil" as used in modern English.

Evil is to sin/rebel against God. When God established his laws in inadvertently created evil.
To suppose that something so petty and inadequate as the bible should be considered
as the explanation of life, rather than life's `experiences` themselves, is the reason why believers
will forever remain so base and shallow, as they exist in the low and unforgiving the depths of this mistake.
Consider: The bible is nothing more than rat bindings and fortune-cookie guesswork, that tries to
portray its authors as being knowledgeable, by using something called a "christ" as a stand-in for `God`.

God did not create the evil of fault but the evil of penalty. The evil of fault is the privation of being.
