That's a concern.  He basically got honeypotted by a British comedian.  A "honeypot" is an espionage term for using a romantic or sexual relationship to recruit or compromise a subject.  I've watched the Borat scene in question and I believe that some of what Giuliani was doing was actually tucking his shirt back in.  But it's also clear that he's sexually interested and that if this scene had gone on longer he would have implicated himself.  So the big issue which this raises is this: if he's dumb enough to be fooled by Borat then it's extremely likely he's been compromised by actual spies.
