I did a phone interview for a job and was asked to do a second interview face to face and I was sure after that but after doing my research I am not feeling as confident as I was and I didn’t know how obligated I was to the company with them paying for the interview expenses

If you didn't sign or commit to anything in writing, you don't owe them a thing. But why are you suddenly not feeling confident? Something happened. Determine what it was that changed your mind and deal with that.
You're not obligated to take the jog if they offer it, or to pay them back for anything. If you take a job, there's often an agreement to sign that if you leave within a certain time like a year or less, you have to pay back things like a hiring bonus.
