I want to apply for a job position that I’m really interested in. I would like someone in the company to refer me for this position. I don’t really know what to write to ask him for a referral.
I had an interview with this person ( he was the hiring manager)for a position at the company two years ago. Although another candidate was ultimately selected for that position, I was pleased to hear that he had very positive feedback about me and he considered me to be a very strong candidate.
This new job opportunity is going to be in the same department he works for, so he may know the hiring manager for this job. Any ideas? Thoughts about what to write?

P.S I contacted this person at the beginning of this year asking him for job opportunities in the department he works for, and he replied to me and sent my resume to other people in the department who might be having job opportunities any time during this year.

Why not just try giving him a call if you have his number. It might be intimidating, but a phone call can get you much better results than just sending an email.
Call him and start by asking him more about the job. Tell him you've seen the opening, and you are interested in the job. Ask him what he knows about the position, and whether he knows the hiring manager. Then ask him whether he thinks it will be a good fit for you. If he says yes, ask him if he can put in a good word for you with hiring manager.
Even if he doesn't put in a good word for you, by talking to him you'll be able to gather some great inside information about the position that you'll be able to use when applying for the job.
