I am a us citizen who wants to marry my Fiancé from India?
we want to get married but he wants me to get married in India. I don't really have a problem with that but will it be seen as fraud? Is it better to file a k1 and get married in the USA? I just want to know if we will have any problems because we're getting married in India

if you intend to live in the US ..seems silly ..
of course you may not be able to get the time off work ..you need a big income to
apply for the visa ..
plus it will take a year to get him a spousal visa after marriage

Given the choice, getting married in India and consequently filing for a spouse visa, the CR-1, is the smarter choice to begin with.
I does not matter where you get married. As a matter of fact, it's about $1,100 cheaper to get married in India and get a spouse visa as opposed to getting a fiance visa and getting married in the USA. He'll have his Green Card six months faster too.
