how do you tune to C# G# E F# B D# on a guitar thats in standard tune? i dont have a chromatic tuner but im good at tuning from ear, so any help would be great
The best thing I can think of is downloading an app on your phone (there are tons of tuning apps) or if you have a piano you can play the note of there and tune it by ear that way (I do that a lot and it's pretty effective). There are also YouTube videos and websites online where you can play particular notes and tune by ear.

6th string (E)--lower 1 and 1/2 steps
5th string (A)--lower 1/2 step
4th string (D)-raise 1 step
3rd string (G)-lower 1/2 step
2nd string (B)-tune normally
1st string (E)-lower 1/2 step
Or just find a piano as the other person suggested
I'm really curious about what you are planning to play with this odd tuning.
