I have a Dell inspiron mini it doesn't have a cd drive. But I have the install cds. How can I make a dual monitor where I can hook up my laptop to the desktop. So I can install windows xp and transfer files from the deskstop to my laptop. Can someone please help me also can you list step by step how to do this process.

You can't do it that way. You really need to buy or borrow an external CD/DVD drive.
With the external drive installed, power ON then press F2 to open set up menu. Set boot configuration such that external USB CD/DVD drive is first and Hard Drive is second boot device. Insert Windows XP disc on the external drive. save and exit. Netbook will restart and ask you if you want to boot from CD. Press any key. Windows will be installed. When your Netbook restarts and asks if you want to boot from CD again, do NOT press anything so that Windows will start properly. After the installation, you would need to install the drivers (chipset, display, sound, LAN, wireless and webcam). They are usually in a separate disc, the drivers/utility CD.
Then in Network Connection in Control Panel in Windows, set up your new Network Connection so that you can use the internet.
