Depends on the soil and whether or not it's potted. Generally, you should water it every morning (NOT at night unless you love black spot and other fungal infections) around sunrise. If you have very heavy clay soil, once every 2 days is fine.
Roses are the most picky plant you can..well plant! You need to go by each individual rose plant, some like to be wetter than others. If they are new bushes, water them every other day if they are in the full hot sun for longer than 6 hours a day. As a rule of thumb, if you have well established bushes (over a year old), once a week soak the roots alternating every other week with a fertilizer specifically for roses in the morning hours. Never water them in the afternoon or evening, and NEVER NEVER water the leaves. Roses are famous for their list of bacteria and mildew that make the ugly spotted and yellow leaves and water only creates a breeding ground for it. Hope this helps and good luck to you!
If it is an established rose bush, then only water if it hasn't rained for a week or so. If you just planted it, keep it somewhat moist until it is established. Don't over water it!

You mean rosé as in the grape vine for wine? Or a rose bush - the kind that gives you flowers?
