call water company. it is perfectly possible that manual read meter was read incorrectly. it is also possible that you have a underground leak on the house side of the meter -- anywhere from the meter to the house and you'd never see it. and that leak is property owner's problem, not water company's
If you have a slump pump and you have a water type back up pump then the main pump may be out of working order and the water powered back up pump (which uses a lot of water) may be silently taking over the job. And this water usage would only show on the water meter when it's running. So since it is an on / off function you won't see it on the water meter if it happens to be off when you look at it.
You may have a leak between the meter and the house. Our meter is out by the road and we had a leak just after the meter at the shutoff and caused a huge water bill. Fortunately the water company gave us a break on a lot of the cost.
Unless you have reason to think that aliens are coming in and altering your meter, or that someone is somehow stealing your water, we're left with the usual suspects: there's a leak you haven't found yet, or a mistake has been made with the metering or the bill calculation.
You're using the new water, the stuff with the additional hydrogen atom. Simply ask your provider to change back to the older 2-hydrogen 1-oxygen type.
