It does little more than the far cheaper iPhone 11 and you got it with a really paltry 10GB of data.
That would be poor on a 4G phone but the main reason to get an iP12 over an iP11 is the 5G. Which will get used in almost no time on an iP12 unless you very rarely use it on anything than wifi. If you’re doing that then the iP11 will be just as fast.
It’s a rotten deal. For less money you can get an iP11 which may have more storage than a poverty-specification iP12 and can definitely have a LOT more bundled data. It also does pretty much everything the iP12 does. The iP12 has a better camera system but the iP11 still has great cameras. The iP11 lacks LiDAR: so what? LiDAR on both the iP12 and iPad Pro is a device still looking for any real use.
The ONLY reasons I bought an iP12 over the iP11 were that I genuinely needed the 500GB of on board storage and as a very active photographer having RAW files (the first Apple device to have those) allows me professional level photo editing options.
Better question is, can YOU, afford £69.99 a month?
For me, it would not be worth it, as the plan does not include, unlimited data, or any Wi-Fi Hotspot allowance at all. I'm currently paying $70 US on my plan of unlimited talk, text and data, with 10gibytes of Hotspot allowance. This would £51.05 UK.
Granted my plan is a grandfathered plan, but it still cheaper than the plan you listed. Research plans options based on your past usage/needs and go from there.
